PLEASE ADVISE!

I am having some serious problems with an individual who does not take rejection too well. This individual, who is a license locksmith, continues to illegally gain access into my apartment and once inside he deface my furniture, drink & eat my liquid and food, he places a powdery and liquid chemical substance, (which makes it extremely difficult to breath muchless remain inside), thgoughout my entire apartment. I've had my locks changed 4X's (the last time was done by professionals) and this man continues to illegally gain access. It is without a question that he's using his locksmith skill to get inside my apartment, but how can I stop him especially when I cannot prove its him. I have lived at this address for 15 years and never once have I had any such problems.

This sick individual (ANTHONY R. LADSON) hacked into my computer system and obtain my personal information. Also, during this time I had Time Warner Cable Triple Play, and this gave him access to my phone, cable and internet. No matter what time I made a phone call he would be listening to my conversation(s). He would go as far as to let me know that he was on the line!

I've gotten an order of protecgion, made several complaints to the Dept of Health, and I've called the cops on every break-in occasion but because there are no signs of breaking & entering or lock tampering there's nothing they can do. He has me followed, and just yesterday was his latest illegal entry into my apartment. (again more chemical substance). He has told me me on several occasions that he is untouchable, and above the law. I honestly don't think so!

My question to you are as follows e.g.
a) how do I put a stop to this sick individual behavior?
b) how can I file an official report to have his locksmith licensure revolk?
c) how or what can you recommend that I do regarding this situation?
d) can I file ths complaint witht he FBI?
