Ashley villas hoa was formed illegally in 1996. 21 years after deve;p[er instituted restrictions. Heading the group is a city councilperson, Phoebe Miller, who has been its titular head since 1996. She and cohorts falsified ballots and could never prove the 51 percent majority required for the formation of the HOA. Miller sued 26 homeowners in 2000 for non payment of dues. She lost the case, but appealed and that ended in a consent agreement between the parties and did not constitute legality.

She continues her reign of terror on homeowners. We do not know if any records are kept as she refuses to allow anyone tp see tjem. She filled the pool and placed a sign in front of the poolhouse toilets reading "community center" while the building is vacant with no H system. She holds it under lock and key and no community events take place other than her group of followers who receive perks like lawn care.

She has placed liens against 157 homes (221 homes in the community) and recently took a elderly woman to court for non payment of dues. She could not establish that they were legal and the judge dismissed the case thereby establishing they could not prove a debt existed. Yet she placed a lien againt the old womans property.

She engages in criminal activity and is shielded by the city's mayor, Keith Summey. No one can do anything because we cannot fight a political machine.

What advice can anyone provide to rid ourselves of this unscrupulous monster?
