The Taman newspaper said: "It was put up so high into the sky that the children on the beach cried and asked their parents: 'Why did they tie a doggy to a parachute?'
"The donkey landed in an atrocious manner - it was dragged several metres along the water, after which the animal was pulled out half-alive onto the shore."
Police are investigating the stunt and the entrepreneurs responsible may face criminal charges for animal cruelty.
The Brooke is the UK's leading overseas charity dedicated to alleviating the suffering of horses, donkeys and mules.
Its advisor Kimberly Wells told Sky News Online: "This animal would have been extremely distressed, suffering immeasurable fear and pain.
"It should never have happened, and we urge tourists to act and report to the relevant authorities if they see any animal in distress."

Doctors there told them she is not an albino.
"She doesn't look like an albino child anyway - not like the ones I've seen back in Nigeria or in books, " Ben told The Sun. "She just looks like a healthy white baby."
Ben added: "Of course, she's mine. My wife is true to me. Even if she hadn't been, the baby still wouldn't look like that.
"We don't know of any white ancestry. We wondered if it was a genetic twist. But even then, what's with the long curly blonde hair?"
Professor Bryan Sykes, head of Human Genetics at Oxford University, said: "In mixed race humans, the lighter variant of skin tone may come out in a child - and this can sometimes be startlingly different to the skin of the parents.
"This might be the case where there is a lot of genetic mixing, as in Afro-Caribbean populations. But in Nigeria there is little mixing."
He said that both parents would have needed some form of white ancestry for a pale version of their genes to be passed on.
"The hair is extremely unusual, " Prof Sykes said. "Even many blonde children don't have blonde hair like this at birth."
Some form of unknown mutation was the most likely explanation, he added.
The couple, of Woolwich, south London, have two other children, four-year-old Chisom and sister Dumebi, two.
Mum Angela, 35, told the paper: "Nmachi's colour doesn't matter. She's a miracle baby. But still, what on earth happened here?"

FRAUDSTERS
I bought an injector from these guys Auto Dismantlers, based in Lock Street Dewsbury.The injector was faulty and the guy would only offer me a credit note.They are scammers who will not refund you for faulty parts once they have your money.They told me that there was no mark on the injector i returned and this is correct.What they don't realise is that the injector on the Audi A3 diesels sits inside the rocker cover which is full of oil and also in contact with diesel so the "TIPEX" they put on comes off.
I tried to be honest and didn't tamper with the injector but in reality i should have just bought a tipex pen and but the mark back on.
Take my word.AVOID them before they have you.The father (respect to him) just follows his sons orders so don't be decieved by his good character as when the sh** hits the fan, its the Son who you'll be dealing with who is a complete barstool!
