Today 26-12-2009 some people caught 35 oxen under the area of sector 23 Police station of Dwarka in Delhi and 16 oxen in the area of Kapasehra, Delhi area, proper complaint has been lodged with the both Police stations. Naresh Kadyan, representative of the International Organisation for Animal Protection - OIPA in India, Master trainer of the Animal Welfare Board of India along with Shri Mahender Singh Tokes met with the DCP, South West and approached both of Police station, spent whole day for want of FIR against accused but we are sorry to say that after many mobile call to the residence of the Commissioner of Delhi Police, only to convey this message that Delhi Police failed to convert 100 No.helpline call in to FIR as per Supreme Court directions, which is mandatory. An official of Commissioner residence Mr. Mohan Singh directed us that Commissioner of Delhi Police don't give his official mobile for general public and we were directed to approach an ASI of Delhi Police where as Sub Inspector was entitled to look into our complaint as per law of the land. Shame on this kind of system, we were asked to come again to the Police station to follow up our complaint, then which kinds of justice, we have to expect from this kind of system.
It is pertinent to mention here that people in the style of Gadhia Luhar hired / purchased oxen from Haryana, then they carry these oxen via Delhi to Utter Pradesh for slaughter violating the DELHI AGRICULTURAL CATTLE PRESERVATION ACT, 1994 section 4, 5 and 7. We appeal to the Commissioner of Delhi Police then DCP, ACP and SHO's but result big zero. All animals are in trouble whole night, how we can sleep.
Hence we demand to the senior system functionaries of the system, if we failed to protect these poor animals from slaughtering then who will save the animals, system as well. As per law of the land burden of proof on the accused and our complaint should not be converted in to FIR but we failed and Police official became guardian of everything being an public servant then what the use of law of the land / legislation's for animals. Concerned Police officials be punished and clear cut directions be issued for all Delhi Police functionaries to stop all illegal practice in their way of working. Both FIR's be registered with apology and all 16+35 Oxen's be rescued by the Police of sector 23, Dwarka in Delhi and Kapashera Police station under intimation to the complainants.
