Double Dipping/Save a Union Job!
CWA National should implement the following simple, but powerful changes to the By Laws, by doing so it would accomplish not only the financial goals you seek, but it would have a huge positive impact that would rejuvenate the union spirit throughout the ranks. These changes would encourage younger members to volunteer as shop stewards, then chief stewards, working towards a reachable goal of BA then as an executive board officer. As it stands now, that goal is mostly unattainable.

RULE CHANGES:

1) Eliminate "Double Dipping"..No retired VZ employee shall hold any paid position in the local.(period) This change is thee most important. Many of the locals positions, esp officer positions, are held by retired members. By replacing them with active members, the local saves 100's of thousands of dollars immediately.(# of retired X salary = savings) This would also SAVE FUTURE JOBS, by creating postions at the local and taking active members off the daily work schedule. There is absolutely no reason a present BA cannot replace these positions right now! The BA positions vacated by this change could be backfilled/voted in by current chief stewards. Should a BA need advice sometime in the future about an issue, the removed executive officer could volunteer to help out or bill the local for the time rendered for their advice.Active members dues should not provide a second career for these officers. Now is the time to finally make this way over due change that is desperately necessary and needed. (Its probably the biggest grudge talked about by the ranks, about the local )

2) Term Limits on BA and Executive positions. (Four year maximum. Nobody should make a career out of these positions!)

3) Eliminate political expenses. (Much time and money is spent by the local involving itself in a candidates run for office. This involvement should be on a volunteered basis only)

4) Support laid off employees with monthly income for a period of twelve months or until they are rehired or find other employment. (This should be funded with the millions of unused strike fund money)
