Ludhiana, June 10
It was an irony of sorts when a local playway school tried to sensitise schoolchildren about animal rights but ended up violating these very rights by organising a monkey ‘‘tamasha’’ on the school premises. In complete violation of the Prevention of Cruelty to Animals Act, 1972, Maple Bear Canadian Playway and Nursery School here organised the monkey show for the tiny tots. The kids, who were to be taught to be compassionate towards animals, were shown a replica of the street show on the campus even though street show of animals is now banned in India. A monkey, along with his trainer, had been called from a village near Jalandhar. It was tied with a rope and made to dance to the tunes of his master. "The main purpose of organising the show was to teach the students to be compassionate towards animals, " said Veena Aggarwal, principal of the school. When told that the monkeys were ill treated while training and they should be allowed to live in the natural environment, the principal said all this was not their responsibility. "The monkey trainer should take care of all these things. We arranged the show for sheer entertainment of the kids, " she added. "These animals are prisoners for life, are abused and humiliated. It is a very distasteful and bad example for children. These animals should be in the wild, " said Rakesh Jain, a member of the Animal Welfare Board of India.

मदारी का तमाशा, डमरू की डुगडुगी और बंदर का नाच। कभी रस्सी से उछलते हुए रिंग को पार करना तो कभी छोटी सी गाड़ी चलाते हुए मदारी के इशारे पर गोल-गोल घूमना। गलियों और नुक्कड़ की शान होने वाला यह बंदर मदारी का तमाशा अब केवल किताबों के पन्नों तक ही सिमट कर रह गया है। अपने इसी पुरातन खेल से युवा बच्चों को अवगत करने के उद्देश्य से मैपल बियर स्कूल में शुक्रवार को मंकी शो आयोजित किया गया। विभिन्न नाच करते बंदर बच्चों का मन बहलाने के साथ-साथ उन्हें अपने पारंपरिक कम हो रही संख्या प्रति सुचेत भी कर रहे थे। इस दौरान जहां बंदर और बंदरिया का नाच आकर्षण का केंद्र बना। इसके अलावा ऊंची छलांग लगाना, रस्सी कूदना, लोहे की रिंग पार करना भी बच्चों को खूब भाया। स्कूल प्रिंसिपल वीना अग्रवाल की माने तो शहर में एक भी मदारी ऐसा नहीं है जो इस पुरातन खेल को कायम रखने की चाह रखता हो।

G.S.R. 619(E). Whereas the High Court of Delhi in C.W.P No. 890/91 by its order dated 21st August, 1997 directed that "the Central Government may take up the notification dated 2-3-1991 for consideration afresh" and "take into consideration such material as may be available with it or it may choose to collect through any of the authentic agencies or such other agency or committee of experts as it may choose to appoint";
Whereas in pursuance of the order of the Honble High Court of Delhi, the Central Government constituted a Committee under the Chairmanship of Additional Inspector General of Forests (Wildlife) to have a fresh tool at the notification G S P No.252 dated 2-3-1991 in the light of the additional material available with any authenticated agencies such other agency persons;
Whereas the said Committee submitted its report to the Central Government;
Whereas the Central Government has taken into consideration the report of the said Committee;
Now, therefore, in exercise of the powers conferred by section 22 of the Prevention of Cruelty of Animals Act, 1960 (59 of 1960), and in supersession of the Notification of the Government of India in the erstwhile Ministry of Environment and Forests G.S.R. No. 252 dated 2-3-1991 and G.S.R. No. 485 dated 7-8-1991, except as respects things done or omitted to be done before such supersession, the Central Government hereby specifies that the following animals shall not be exhibited on trained as a performing animals, with effect from the date of publication of this notification, namely

1.Bears 2. Monkeys 3. Tigers 4.Panthers 5. Lions

The International Organisation for Animal Protection - OIPA in India representative Naresh Kadyan, Master Trainer, Animal Welfare Board of India's observations :

Monkey is a protected wild animal as per the Wild Life Protection Act, 1972 and performance of Monkey is totally banned in India as per Govt. of India Notification above. Monkey is a Govt. property and no one can keep this wild animal in captivity nor trained and get performance, which is the violation of the Prevention of Cruelty to Animals Act, 1960 read with the IPC 120-B criminal conspiracy.
OIPA in India served this open notice as per section 55 of the Wildlife Protection Act, 1972 to the Chief Wildlife Warden of Punjab for strict legal action against the Management of the said School along with the person what so ever have Monkey trained and performed in the School Premises in front of crowd against payment. It is further requested to all concerned that all offenders be arrested after lodging FIR for the different section of the WP Act, 1972 and PCA Act, 1960 read with IPC 120-B. Monkey pair be rescued and rehabilitated at once. OIPA in India observe that there might be many more performing Monkeys might be have in the captivities of these so called illegal master of the wild animals, be identified, booked as per law and wild animals be rescued then rehabilitated as per set procedures.
Animal Welfare Board of India to remove its unskilled members like above said person as stated in the Tribune coverage, who failed to protect the wild animals from abusing.
