During 18-19 October midnight some unidentified big vehicles hit and run away ANARKALI female Elephant, which was abused / misused by her so called illegal owner Dharem Singh s/o Rattan Singh of Pattikalyana in Panipat District for begging and publicity tool, where as concerned Wild Life Inspector - DFO, Panipat and State Chief Wild Life Warden, Haryana totally failed to protect wild animals because under their nose, people abused Langur to keep Bonnet monkeys away from their premises, mongoose hair paint brushes are openly traded and used, Elephants are abused as begging and publicity tools, some outsiders shifted their captive Elephants in the border area like Hodel to abused animals for joyrides. It would be pertinent to mention that People for Animals - PFA Haryana handed over Lakshmi female Elephants to Kaithal Police, which was shifted to the Delhi Zoo and same was died over there, another to Butana - Karnal Police, which was illegally handed over to Yakub of Delhi by the concerned Wild Life Inspector and then to SHO, Bahadurgarh City. Many years back PFA Haryana lodged complaint with the SHO, Hodal about cruelty on injured female Elephant, which was abused in Dabchick tourist complex of Hodal, notice as per section 51 of the Wild Life Protection Act, 1972 was also delivered but CWLW, Haryana failed to rescue this female, which was illegally captured by Sondh based beggars.
Where as ANARKALI was abused for begging, when she was brutally killed in road accident because there was no reflector fixed on her back, she was not even micro chipped as per Central Zoo Authority instructions / violation of the section 38 of the Wild Life Protection Act, 1972 read with the section 38 of the Prevention of Cruelty to Animals Act, 1960 - 428 - 429 IPC and criminal conspiracy against animals. Elephants are the National heritage animals now in India, which is protected under scheduled one of the Wild Life Protection Act, 1972. There is a report submitted by the Task Force and Central Govt. issued guidelines to protect captive elephants from unnecessary pain and sufferings but some States failed to make the rule including Haryana, where as Rajasthan Govt. issued guidelines which were treated as a rules as per PIL decided by the Jaipur bench of Rajasthan High Court and this PIL was moved by Naresh Kadyan followed by PETA India.
Hence the International Organisation for Animals Protection - OIPA in India and People for Animals - PFA Haryana demanding the strict legal actions against all tainted Elephant abusers, immediate rescue and rehabilitation of all captive Elephants including Elephants in Circuses and Zoo's. It may kindly be treated as a notice to all concerned as per section 51 of the Wild Life Protection Act, 1972.
