I got a phone call from Diversified Collection Agency (DCS) and spoke to a man named Ron Howard about a deliquent school loan that needed repayed. After speaking with him at length we set up a payment plan so that my debt would be repaid. In our conversation, Mr. Howard stated that if I didn't set up a payment plan then I would suffer an income tax offset where they would take my taxes to offset my debt. After making the first payment, at the end of our conversation, I asked Mr. Howard if this would prevent any tax offset and his response was that it would stop any further attempt at a tax offset or any further attempt to collect a debt. Well on February 14, 2011, I receive a letter in the mail from the Department of Treasury stating that my federal taxes have been taken for an unpaid non government loan as an offset. Below the statement it tells me who it was that took it...Guess who? So I immediately got on the phone with Mr. Howard and asked him what was going on, why they proceeded in taking my income tax check even though I was enrolled in payments to pay my debt. He then changed his whole story and stated that they had no control over that and my account had to be completely "rehabilitated" before they would take my name off the tax offset list. So I asked him why he lied to me, and of course he said I was never lied to and that is what he told me in the beginning. So I proceeded to ask him to give me a supervisor so that I could request a copy of our previous conversation since it said all conversations were recorded for quality assurance. The man hung up on me and now refuses to take my calls or return my calls. I would like some insight as to how to go about handling this. I don't believe that collection agencies can go around lying to people to get what they want and when they are confronted about it can just refuse to speak to someone or refuse their calls.
