trusting a travel agency

I paid for one thing and received a different thing.
My husband booked our vacation for Hawaii with Econo travel agency, He was told that the total price included airfair tickets and a 5 star hotel with ocean front and 1 king size bed. We arrived to the hotel and we are told that if we wanted a 1 king size bed it was and additional charge of $ 75. per night, so we paid... Once we get to the room we realized that we have been fool, everything was old, the bathtub was clotted, no drinking water available, so we call the room service to ask why our room didnt have drinking water available, to please deliver 4 bottles to our room and we were told that if they would deliver water it would be more expensive than if we went and got the drinking water ourself from the store., I asked to speak to the manager, when the manager got on the phone, I asked what kind of 5 star hotel would send his guest to go get water on their own? The manager responded we are not a 5 star hotel.. this is a 3 star hotel., So we contact the travel agency and they directed us to contact blue sky tour because they were who sold to them the vacation package, so we contacted the tour company and they refused to answer our questions and advised that we contacted the travel agency, . again we contacted the travel agency, we request to get the hotel that we paid for, and they said that they will contact the tour company. We had a 3way conversation with blue sky tour and they stated that the travel agency knew that the hotel was graded by blue sky tour as a 5 Diamond hotel which means that the hotel is a 3 star hotel, the travel agency denied that the were aware of that and that they were going to change our hotel the next day but we never got a call back from either the travel agency or the tour company.
