Scamming

Verizon phone bill charged me $14.95 for ESBI. Verizon says contact ESBI. ESBI drops charges says contact Verizon to get charges removed. Charges removed hopefully next bill. TX PUC says each individual must complain and PUC can't do anything about these unauthorized charges. What if people don't complain - they just go ahead and pay through their phone bill each month?
