non receipt of promised services

This company offered a legal 2nd passport option for Slovenia. (Naturalization based on ethnic origin - Italo-Slovene from Istria). They suddenly disappeared after long negotiations and payment in December 2009. Cached links existed until January 2010. They used "Go-Daddy" server. Officers: Vaclav Milevic and Grace Wilson. Please help me to trace them. Many thanks.
Thier bank account is: Universal Bank Ltd, Nicosia, Cyprus. They receive funds through UIC Corporation Ltd.

They just disappeared right at the end of a long period of negotiation and after having received full payment.
