I searched google for an issuer of prepaid credit cards and found the following:

I applied for a Visa prepaid credit card via said site and received an email from:

That I send US$105 for card issue costs 90euros for courier costs and 1000euros for loading the card - this I did in December by wire to: BBVA Bank in Spain. It is now 5 months and I haven't received the card they dont answer my emails. I have complained to their bankers BBVA Bank of Spain who are not doing anything about this account holder - I believe they continue to use this account to scam the public - secondly their website is still operating and is still accessible on search engines
