Harassment
Contract for windows was signed on Nov. 10, 2006 for a double hung picture window, 2 single casement windows, and one double hung 1-2 screen Low E Impact 9500 windows. I was told delivery would be on Dec. 20 and installation completion on 12-22-06. The total cost would be $4, 833. A down payment of $1633 was paid by check on Nov. 10, 2006. Windows did not come in as scheduled. Received a message on my home answering machine on Jan. 19th when I returned home from work saying the windows would be delivered between 6 and 7 pm that evening. I had plans for the evening but canceled them and waited for the windows. I did not receive any calls that there was a delay in the time of delivery. Windows were delivered around 10 PM by Joe Milner and left near my front door. I couldn't bring the windows in the garage or house because they were too heavy. They were left outside in the front of my home fully exposed. I was concerned all week that someone might take them. Sub-contractors arrived Sat. Jan. 27, 2007 at about 8 am and started to install the windows. About 10 AM they informed me that the wrong window had been delivered to me. The window that was delivered was a small kitchen window that did fit my kitchen. They said they would need to go to the warehouse in Boca Raton and get the correct window. I was left with an opening in my living room as well as the bedroom.

When the installers returned, they continued to install the windows. The bedroom window which was the wrong size to begin with was installed with another window that was much smaller than the one that was originally ordered. The installers filled the gap in with wood. I had 10 inches of less glass than my old window. I was told that this was necessary to make a complete seal of the window.

I told the owner that I had 10 inches of less glass in the window that was installed. He said he would order another window. He wanted payment in full even though the job was not completed. I told him I would give him another $1600 and the remainder when the work was completed to my satisfaction. He was not pleased with that.

I gave him a credit card on Jan. 27.2007 to charge the $1600. I received a call on Feb. 5, 2007 saying the card did not go through. Before I had a chance to find out why my card didn't go through which was on Feb. 6th, I received a threatening faxed letter at work where other co-workers saw the fax stating they were going to report me for fraud at the Palm Beach Police Station and they were going to place a lien on my home. I consider this harassment and detrimental to my character. The credit card that I gave them was canceled by my credit card company because my card may have been compromised through a retail company. I even had my credit company call Grand View Windows to explain that I did not know the card had been canceled. Grand View would not talk to the credit company. My son also called them, but they hung up on him. My credit card company said it would be about 10 days before I received my new card.

I continued to be harassed with faxes and phone calls at work and at home. A week later I sent them a fax explaining that I still did not have the new credit card, but told them to go ahead and charge $1600 on another card. I made a mistake and didn't check my remaining chargeable balance on the card and that was declined. I received another fax and I immediately faxed them another credit card which I checked to make sure I could charge the $1600. After about a week, I received another threatening phone call saying they wanted payment in full even though the work was not done.

I had requested release of liens for each payment that I made, but still have not received the releases. I had also requested an itemized list of the cost of each window and installation of each window. I needed this for my insurance company. Joe Milner has refused to give me this breakdown.

Inspection of my home was suggested by my insurance company and during this inspection I was informed that the nails or screws were not long enough to meet code. I was also told that the cedar bucks were not strong enough to hold the windows.
I have brought this matter to the attention of Joe Milner.

Received a call on Feb. 26, 2007 that the installers wanted to install the window that afternoon. I was at work and couldn't leave. I am uncomfortable to have the remaining work done and I want to have someone present while the installers are here. I do not trust this company and I am concerned about my well being. This whole situation has caused me great stress.

I also want to have the work inspected and releases of liens before I pay this company in full.

I feel they owe me a written apology and this should be sent to my work place. I also feel I should be given some type of compensation for all of the harassment.
