I called Hallmark Of New Jersey(PA based) to have my garage roof fixed on 12/09/2007. Al Portnoy(owner) came to my house and fleeced my father(81 now deceased)and myself of 117, 500.00. He somehow applied for a mortgage on his house without his or my signature or application by us.I know I was to trusting and thought my dad knew what he was doing. Also I did not know we had the right to cancel right away and was not given papers stating this. As Of today 12/03/2008 the work is still not complete. He has 117, 5000.00 of the money. He did not apply for permits and the township shut down the job on Feb 22 2008. I have written to the BBB and the Attorney General, who told me to go to small claims court (cap is 10, 000.00). He rebutted with all lies. The township (L&I) know all about this. They sent us to Upper Darby Police who in the end after months said they couldn't do anything. The work that he did do is bad and he is using cheap materials as well as unprofessional laborers. They have done a lot of damage to the house as well. This is very long and complicated and I would like to meet with you to show you my files on it. This company is based in Philadelphia as well as NJ. I can not afford an attorney and I feel he is hurting other elders as well. Please tell me how I can get an appointment to meet with you. I need your help. I feel that the stress of all of this is why my father passed. I, myself am buried in debt because of this and have tried to get the work done or my money back. He is not doing either. The garage is still leaking and all the other work he talked us into is cheap and bad. Two weeks ago after he finally paid fines to L&I the work resumed and it is more of the same. He won't tell me costs or let me be involved in picking things out. He says he is going to but I am not getting to. My dad is dead and I am losing the fight. Please help me stop this man from hurting more people in Pennsylvania.
