A black buck female was hunted along with two hares in Jhajjar District on June 3rd, 2005 by former Indian cricket team captain Nawab M.A.Khan Pataudi along with team Shashi Singh & others with the Ms. Soha Ali Khan Rifle. Jhajjar Police recovered vehicle / arms with other related cartridges / knife etc, dead bodies of the hunted animals, after lodging rapat entry in Police record - all alleged persons released with vehicles.Next day on June 4th, 2005 postmortem conducted by the local vety. doctor then, in night all dead bodies were destroyed in the presence of team constituted by the administration including vety. doctor / wild life Inspector but postmortem report was not prepared / submitted by the vety. doctor till then & Police was waiting for the report to lodge an FIR after identification of the species of the hunted animals. PFA Haryana Chairman Naresh Kadyan told Smt. Maneka Gandhi & Sh. Ashok Kumar of WTI about the incident then the dead bodies were searched as space identified by the class 4 official of the department in the presence of local print / electronic media on June 5th, 2005, hunted black buck carcass was recovered in a damaged / burnt position but face was all right, then it was taken up by Naresh Kadyan, Chairman - PFA Haryana / Master trainer - AWBI / Nodal Inspecting Authority for a postmortem report to the Delhi Zoo in Govt. aided animal ambulance after intimation to the local Police / authorities along with electronic media of Delhi, with the help of Smt. Maneka Gandhi, we were allowed to enter in Delhi Zoo by the Director, carcass was preserved inside in the presence of Sh. Ashok Kumar / Zoo Director & postmortem was conducted by the expert of the WTI - identified the species BLACK BUCK, intimation was given to the Jhajjar Police then FIR was lodged against all accused Nawab Pataudi team but counter FIR was also lodged against Naresh Kadyan as he was very much punctual to perform his duties as an activist, we admire the act of Naresh Kadyan whistle blower of this case, if he could not act on that time then the matter could be hushed up replacing animal body, where as Maneka Gandhi and Ashok Kumar of Wildlife Trust of India being an helping hand of Naresh Kadyan were spared not booked with Naresh Kadyan.
Hence criminal case FIR No. 192 against Naresh Kadyan may kindly be canceled and quashed, all officials involved in Ms. Soha Ali Khan arms license case be booked along with Soha Ali Khan for cheating, misuse of arms in black buck poaching, misrepresenting and concealing the facts.
Naresh Kadyan may kindly be acquitted awarding him padama award as he did his fundamental duties as defined in article 51 A(g) of Indian Constitution and Ms. Soha Ali Khan be booked, Commissioner / Deputy Commissioner, Gurgaon be asked.

Kindly refer to the said FIR along with the reply of the Deputy Commissioner, Gurgaon under Right to Information Act, 2005 vide letter No. 58/st dated 26-2-2008 about the details of Arms licence No. 1/DM/G/November/1996 issued on 5-11-1996.

1. I here by confirmed that NPB Rifle No. 91501 of .22 bore taken by the Jhajjar Police in FIR No. 191 dated 5-6-2005.
2. The said arms lcience was issued on 5-11-1996 where as the date of birth of Ms. Soha Ali Khan is 4-10-1978 & she applied for arms lcience as minor.
3. When a crime was committed with the said rifle before then how it was renewed up to 4-11-2008 on 24-10-2005, facts concealed by the Ms. Soha Ali Khan while giving application for renewal on dated 7-9-2005 & the same facts was concealed by the Police in their reports along with the witnesses & this is the offence under the law of the land.
4. Ms. Soha Ali Khan sold her gun & the same was deleted from the licence then how purchase period allowed up to 10-3-2006 ?. It would be pertinent to mention here that as per DM order dated 7-1-2000 Sh. M.M.A Khan was appointed as Retainer & the gun was sold on 2-4-2003 vide DM order No. 4655 dated 10/3 then how Nawab Pataudi was carrying the said Rifle No.91501which belongs to Soha Ali Khan & there was no DM order as retainer after 2000 in favour of Nawab Pataudi - it means illegal possession of other arms & mishandling of the arms & negligence by the said licence holder Soha Ali Khan ?
5. The Jhajjar Police recovered the arms licence of Nawab Pataudi No. 113 /BPL/ 70 dated 3-11-70, valid up to 31-12-2007 but no arms recovered belongs to Nawab Pataudi, this licence might be issued & renewed after 31-12-2007 by the District Administration, how ?
6. DC, Gurgaon hold Ms. Soha Ali Khan guilty and canceled her arms license, she appealed before Commissioner but till date no legal action against her for criminal conspiracy / cheating,
Why ?????????
7. Ms. Soha Ali Khan was the main accused being an weapon - Rifle so called owner in FIR No. 191 dated 5-6-2005 lodged with Jhajjar Sadar Police Station but how she was spared and no action has been taken against her u/s 120-B of Indian Panel Code.

We demands the independent inquiry about the transfer of the Rifle 91501 which is case property in Nawab Pataudi hunting case. I can smell the conspiracy along with the violations of the law of the land in the transfer of the arms from Saleha Sultan to Soha Ali Khan via Saif Ali Khan. There may be a chance for double standard applied at the level of the District administration.
Where as co-accused in Nawab Pataudi hunting case Madan Singh moved an application before Special court at Faridabad to be approver -( vaidamaaf gavah ), which is not allowed, Why?
Ms. Soha Ali Khan arms license was canceled and appeal kept by the Commissioner, Gurgaon unattended since long time, Why?, now Deputy Commissioner, Gurgaon forwarded the matter to the Joint Commissioner, Gurgaon Police vide No. 1607 / LP dated 11-11-2010 for further necessary action...anther tactics of delay.
here are two special Environment court in Haryana, constituted to try and decide crime related to wildlife and forest but I am very sorry to say that many wildlife crime cases, Mongoose hairs paint brushes matters are still heard by local courts in Gurgaon and Sirsa instead of competent court, where as local court in Panipat accepted final closer report of Wild animal black buck hunting of Udmi village. Likewise Madan co-accused in Nawab Pataudi black buck hunting matter so many times tried to be approver sarkari gavah but Prosecution never support him to explain truth before trial court.Ms. Soha Ali Khan got arms license from Gurgaon administration at the age of 18 years cheating /violating laws of land, fake information was given and Nawab Pataudi committed a crime with Soha Ali Khan rifle, where as Soha Ali Khan was not booked in black buck hunting in Jhajjar on 3-6-2005, illegal arms license was canceled by the Deputy Commissioner, Gurgaon with out any legal action FIR against Soha Ali Khan, tainted officers as well.

Kindly refer to my request to the Deputy Commissioner, Gurgaon & their incomplete reply, after the said reply I made further request to the DC, Gurgaon which is reproduced here...
"- Kindly refer to the said FIR along with the reply of the Deputy Commissioner, Gurgaon under Right to Information Act, 2005 vide letter No. 58/st dated 26-2-2008 about the details of Arms license No. 1/DM/G/November/1996 issued on 5-11-1996.It is further stated that I have gone through the materials/ information supplied by your office un-attested, hence It is requested to supply me the attested copies with page marking information may kindly be given with clarification on these points:-
1. I here by confirmed that NPB Rifle No. 91501 of .22 bore taken by the Jhajjar Police in FIR No. 191 dated 5-6-2005 - photocopy of fard makboojgi enclosed herewith for ready reference.
2. The said arms license was issued on 5-11-1996 where as the date of birth of Ms. Soha Ali Khan is 4-10-1978 & she might be applied for arms license as minor.
3. When a crime was committed with the said rifle before then how it was renewed up to 4-11-2008 on 24-10-2005, facts concealed by the Ms. Soha Ali Khan while giving application for renewal on dated 7-9-2005 & the same facts was concealed by the Police in their reports along with the witnesses & this is the offense under the law of the land.
4. Ms. Soha Ali Khan sold her gun & the same was deleted from the license then how purchase period allowed up to 10-3-2006 & it seems UN-signed in the supplied information?. It would be pertinent to mention here that as per DM order dated 7-1-2000 Sh. M.M.A Khan was appointed as Retainer & the gun was sold on 2-4-2003 vide DM order No. 4655 dated 10/3 then how Nawab Pataudi was carrying the said Rifle No.91501which belongs to Soha Ali Khan & there was no DM order as retainer after 2000 in favour of Nawab Pataudi - it means illegal possession of other arms & mishandling of the arms & negligence by the said license holder Soha Ali Khan ?
5. The Jhajjar Police recovered the arms license of Nawab Pataudi No. 113 /BPL/ 70 dated 3-11-70, valid up to 31-12-2007 but no arms recovered belongs to Nawab Pataudi, this license might be issued & renewed after 31-12-2007 by the District Administration, how ?Keeping in view the facts mentioned above it is humbly requested you to please give me the information about the action taken against the offenders as per law of the land as per past practice in the school children's killing case"but after expiry of the time limit, till date the DC, Gurgaon failed to give information under RTI Act, 2005 where as the Superintendent of Police, Jhajjar replied in time on my application dated March 3rd, 2008

As there was no way or remedy left at my level to get information only to approach your good self - Chief Information Commissioner for the state of Haryana, hence It is humbly submitted to you for further n/action in this matter as per the provisions of the RTI Act, 2008,
As per information then Deputy Commissioner, Gurgaon find my complaint genuine and Soha Ali Khan arms license was canceled because she was not able to get arms license nor to purchase any weapon, hence it was a clear cut case of the many violations and no criminal FIR was lodged against Soha Ali Khan and others.
It would be pertinent to mention here that appeal against the decision of DC pending before the Commissioner of Gurgaon Division since very long, no criminal / administrative action against offenders yet.
