Optical department provided a quote for standard optical exam and glasses. The optical office operations charged the total amount at time of service not discounting the expected insurance reimbursement. JC Penney's then filed the claim. The insurance company then reimbursed PC Penney’s and not me, the customer. Therefore JC Penney's was paid twice. However, PC Penney's refuses neither to refund the payment to me nor to send back to the insurance company.
If this is not a unique situation, I'd be happy to join a class action suit for medical insurance fraud.
