I moved in March 3rd of 2007. I should have seen it as an omen when I saw the state of the apartment the day I moved in. There were tools and boxes stacked in the middle of the living room floor and the worker left his jacket thrown in the corner. But I never thought things would deteriorate to piles of garbage being dumped in front and behind my apartment building. And as you might expect soon followed by RATS and ROACHES!
The washer and dryer were suppose to be moved out of the unit before I moved in. I asked my moving guys to move them out to the patio and cover them with drop clothes. It took the maintenance staff 12 days to retrieve them from my patio. This should have been my second clue that I had made a mistake.
I called the office the day I moved in and informed them of the problems that need attending to in the unit. Things that the agent promised me would be done before my move in date. When they were not completed before I moved in that was the third clue.
` The light over the toilet was rusted and needed to be replaced. I was paying $100.00 in additional rent for fixtures that were supposed to be new. One night while I was taking a shower the light fell hit the toilet and then fell on the floor. Fortunately I was not sitting on the toilet at the time.
` The towel rack was falling down
` The toilet paper dispenser had fallen off the wall
` The ceiling fan in the bedroom was not connected to the wall switch
It took the Jasmine maintenance staff 5 weeks to fix the above problems. That was after constant visits to the management office.
On or about 5/3/07 I contacted Jasmine at Winters Chapel main office to inform them 2 sockets in the bedroom would intermittently drooping power. If the problem had been looked at in a timely manner I would not have lost power on Sunday 5/19/07. On 5/19/07 the electricity blew and took out 4 of the 5 sockets in the bedroom. As a result I had no lights or phone service in my bedroom and had to function by flashlight. I called the maintenance emergency number. When the maintenance guy called back he told me he couldn't do anything that night he would take care of it the next morning at 10:00 am. I explained that the smoke detector was beeping continually and would make sleeping impossible. He suggested I disconnect it until he showed up the next day.
I called the office about 11:30 am because I had not heard from maintenance, no one had shown up or called. About an hour later someone from maintenance showed. The man was professional and soon located the problem. The smoke alarm caused the sockets in the bedroom to short out. The wires in the smoke alarm were burned out and could have caused an electrical fire. Because I was not advised to shut off the power before disconnecting the smoke alarm I could have been electrocuted. This problem should have been discovered weeks ago when I first reported the electrical problem.
He promised to come back on Monday morning and check out the sockets and if he could not fix the problem he would contact an Electrician. When I returned home from work on Monday nothing had been done. I contacted the office again. An Electrician showed up and supposedly fixed the problem. Two days later the socket was dropping power again.
On or about 5/23/07 I called the office again to inform them the socket in my bedroom, was still dropping power. They promised to have the electrician come out and fix the problem. To this day no one has been out and fixed the problem. Nor has the smoke detector been reattached. Creating a very hazardous situation if a fire should break out in this building.
There are two lights in the breezeway. They first one went out about a week after I moved in, the second one started to flicker a week later. It went out about 2 weeks later. As of today the lights are still out. This is an imposition, when I leave for work (at 5:30 am) it is dark and the dark breezeway is intimidating.
As I mentioned in my opening paragraph, consistently there is garbage behind the building I live in. It stays there for weeks before anyone picks it up. I had to complain several times before any action was taken.
Some time about April of 2007 I informed one of the maintenance man about the trash problem. I showed him the trash on the steps leading to the back of the building. I informed him that this was a consistent problem and that the trash could be found back and front. I reminded him a few weeks later that the problem still existed. After another week or two I got really fed up and went the office and filed a formal complaint. I was asked if I knew who was dumping the garbage. I suggested they put on some gloves and look through the garbage. Anyone stupid enough to dump garbage where they live is not smart enough not to put their mail in it. After the problem persisted and I saw two strolling RATS across the driveway. I went home, got my camera and started taking pictures and preparing to move.
I go really angry when I walked in my kitchen one evening and saw a ROACH. I immediately grabbed the pictures of the rats and roaches I had taken and headed for the office. I showed the pictures to the first agent I saw (the assistant manager and ironically enough the one I had lodged my prior formal complaint with about the garbage problem). The manager of the complex showed up at my apartment about an hour later. This is the first time I had met her after trying several times to meet with her since she took over management duties at Jasmine at Winters Chapel. I made her aware of the problem and showed her the pictures. It didn't seem to make a difference. The next day (Saturday June 9th) the garbage was still out there.
As a result I did not give my 60-day notice of intent to move. I refuse to live in filth and pay for the privilege. I have tried to work with the management here at Winter Chapel. I believe I have been more than patient. I now have to bare the major expense and inconvenience of moving because the management did not do its job.
However I am lucky enough to be able to move. I am sure there are those here that are stuck in this filth. Nice clean, considerate tenants who cannot afford to move. Winters Chapel will never keep good people until they obtain competent management.
