Kind attention :-
1. The Chief Secretary to the Govt. of Karnataka.
2. The Director General of Police, Karnataka.
3. The Commissioner of Bangalore Police.
Sir / Madam,
Please go through the following media report, which is self explanatory...
The week-long mystery over the shooting incident outside Art of Living founder Sri Sri Ravi Shankar's ashram in Bangalore ended yesterday. The police said a farm owner had fired two rounds to scare away stray dogs but one of them went off-track and injured a devotee of the spiritual guru.
No case against farm owner
The farm owner, identified as Mahadev Prasad, was detained for some time on Saturday, but was let off after questioning. No case can be made against him. "The farm is adjacent to the ashram. The owner says he fired two rounds from his .32 caliber pistol. One of the bullets injured Vinay (a follower of Sri Sri Ravi Shankar), " Karnataka Director General of Police Ajay Kumar Singh told reporters in Bangalore.
Sri Sri only heard a loud sound
With both, the guru and his devotees, telling the police they only heard a loud sound and did not know it was a firing till the bullet was found, police questioned the people around the area to find who had a .32 caliber pistol.
Asked why Prasad had not approached the police to clarify the situation, Singh said the owner had stated that since he had fired the bullets around 6 pm and reports about it came more than four hours later, he thought someone else had done it.
Hence I am in the opinion that...
1. If accused killed the dog then it is the violation of 428-429 IPC?
2. If accused hurt the dog then it is the violation of the Prevention of Cruelty to Animals Act, 1960?
3. If accused fired publicly in crowd and with the wrong intention to hurt others, may be animals even then it is the violation of the Arms Act because license may be granted to him on self defense grounds but he violated the instruction?
I don't know the reasons behind, why culprit was left free with out any FIR / legal proceedings against him, where as one person was wounded / injured by his gun fire, hence I am moving this online open complaint against offender to lodge FIR against him for the violation of the said legislation's, his arms license may kindly be withdrawn, arms be seized with out any further delay.
