Thank you for your prompt reply and advice.
However, I am disappointed to know that the grievances I had experienced with lawyer Mr Leong last Friday and my email are not good enough to be considered as a formal complaint to the Disciplinary Board. I am disappointed too to learn that I will have to pay RM100 to get the Board to look into this matter. If I may reiterate, I am actually the victim here!!!
The fact that I, an innocent consumer, must be penalised for the incompetence and irresponsibility of a 'professional' is really beyond me. I now understand why Mr
Leong behaves in such a manner; he knows that he can get away with it easily because any client who wants to lodge a complaint against him will eventually drop such intention to avoid more headache in getting the Bar Council to help look into their grievances.
I am merely asking the Disciplinary Board to be more discerning of their members, especially of this particular Lawyer. Perhaps, hear what he has to say for his unwarranted actions towards me.
The way I see it, I am at the losing end with time and money wasted. The current system in which a complaint is being handled is off-putting enough for the client to continue with his/her action.

Please be informed that you are at liberty to lodge a formal complaint to the Advocates and Solicitors Disciplinary Board, a body (independent and distinct from the Bar Council), which is vested with powers to conduct investigations into complaints against advocates and solicitors and mete out appropriate sentences, as the case may be.
You may download the relevant guidelines on the manner of lodging complaints by accessing its website at www.asdb.org.my. You are advised to seek independent legal advise to ascertain your remedies under the law.

My brother wanted to purchase a condo at Bandar Sri Permaisuri and subsequently signed the S&P with Seller - Mushana Azlan Bin Mustafa in August 2010 with the assurance from the Legal office - Mohd Daud Leong & Co (formerly known as PY Leong & Co) Suite 19-21, 19th Floor, Wisma Zelan, 1 Jalan Tasik Permaisuri 2, Bandar Tun Razak, Tel : 91711228, 91718328 mobile : 0178787149 that this ownership can be transferred from a bumi lot to a Chinese buyer.
My brother was asked to settle the 10% down payment of the total condo price RM227, 000 and legal fees on 15th Sep 2010 so that they can start to do the necessary. Since there was no update on the status, my brother being a busy man have given me authority to help follow up on this transfer. The following are my conversation with their liaison staff Judy.
Oct 01, 2010 Judy confirmed that the transfer application was submitted.
Oct 12, 2010 but actual fact is the transfer application only submitted today (receipt chop stamped on the application)
Dec 10, 2010 was told still pending for approval
Dec 15, 2010 I contacted the Seller's Lawyer and was informed that the application was rejected.
I contacted Judy of Mohd Daud Leong & Co and she recomended us to appeal as this is a normal practice
I told her to do all necessary to appeal immediately.
Jan 19, 2011 received a c.copy from Judy to ask Seller's Lawyer to appeal (after 1 month not doing anything but earning interest on the
10% downpayment)
Feb 14, 2011 Judy confirmed that the appeal has been submitted.
Mar 15, 2011 but actual fact is the appeal only submitted today (receipt chop stamped on the application)
I told Judy to do a close monitor on this as I am upset with the delay. She told me she is very busy and not only handling our
case and there are more expensive and profitable property that their company is handling !!!
She also says, if I am not happy or satisfy with her service please contact her boss, Mr Leong directly.
I called and called and called and even sms numerous time to the mobile number that Judy provided but there was no reply.
Mar 28, 2011 He finally pick up my call and I told him about the delay and he asked me to SMS him the file number. He never call back
Apr 22, 2011 This morning I resent my SMS to him but still no reply.
He finally pick up my call at 6:30 today ... when I ask him on the status, he starts shouting that he is not GOD and his boy is
checking with the authorities every day and there is nothing he can do. I asked him to get Judy to monitor closely as it has
been a long time and it's not fair that we already pay him the 10% down payment plus legal fees while he is taking his time with this. He starts to shout that I am mad and that his car down payment is worth more than our down payment and that I'm asking him to do the impossible. He further says he wants to be a politician and a seat at the Parliament and asked me to get him one can or not ??!! I told him to calm down as he is a lawyer but he keep shouting that I am MAD !!
I decided to terminate the call since this lawyer is obviously not in the correct state of mind to speak. He continues to call me
on my mobile for 5 times. Each time I pick up he continues to shout that I am MAD !!?? I was really shock and taken aback to
hear a lawyer shouting nonsense to a client. It is certainly a disgrace to his profession.
I would appreciate if you could help me look into this and advise me my next course of action. This is truly a nightmare for me and I wish I can wake up tomorrow this Lawyer can calm down and speak to me in a logical way.
