Hi! I recieved a message that my mobile number has won 85, 000 pounds in the Nokia Uk promo on 14 april 2011, isnt there any way such scammers could be caught and punished?

I to recieved a message this morning saying i had won R250, 000 ticket number 0166p and to call mark on 0730738184 for cash. and yes i phoned and found out i had to buy 2 airtime of R180 each and sms them the voucher numbers with my address. which i DID NOT DO . and now he is calling me every 5 min to ask if i have got the vouchers. Question if i had won R250 000 there should be a man at my door with cameras? how are they getting our numbers? and how can we stop them in there tracks . this is %^&&$#!?
