charged for unathorized purchase
An unathorized purchase was made using my Payapal account, they
came to the conclusion that I did not have a case because the purchase was made from my computer. Well I'm not a rocket scientist but if
someone gets a hold of my account, of course it will look like the
purchase came from my computer, they would not accept this. I got taken for $79.95, to add to the stupidity of these people the purchase
was made on 5/29/09, a friday. On saturday 5/30/09 I notice the
purchase, I call PayPay immediately and tell them to stop this
transaction, first of all I only had $74.73 in my account so the
crook needed $5.22 more. PayPal goes ahead and takes the money from my bank. Now this transaction takes at least five days, they
did nothing to stop it. I kept telling them that it was an unauthorized
purchase, but they tole me not to worry they would take care of it later. Of course later they tell me the purchase was made from my computer so they could not give me anything. So much for their
great security.

Sincerely, John Barbagallo

Paypal support fraudulent software sellers!
I know the #1 thing that we all know about e-Bay purchasing is to be careful about who you buy from, so I admit I should have known better.

I purchased Microsoft Office 2007 from a seller on e-Bay for around $90.00 who only had 10 feedback. Yep...I shoulda known. Anyway, I purchased it and paid for it immediately. I then get an email from e-Bay telling me that the item was removed, not to pay for it. Ooops, too late! So I immediately called Paypal and let them know. I was told that since e-Bay sent me a warning email, Paypal would refund my money, but I should wait to see if the seller ships the item because they have had no complaints with this seller on his Paypal account (like I was dumb enough to believe that). That was the 1st of May. Oh, the seller also immediately canceled his email address also. The listing said it was in the US and then come to find out was really in China.

About a week to two weeks later, I receive the item. It was plastic wrapped, looked good, so I had my sigh of relief and went on to install the product. It wouldn't install. Really? Am I surprised at this...uh, no. I noticed that the disks were different than my other Office 2007 disks, so I got to looking and found that the disks had sticker labels, not hologram labels embedded into the disk. So I contacted Microsoft and verified with them that the program was fake. I had to give them all of the information for the guy. I scanned all of the images of the disks, the shipping label, the customs label, gave his email address, home address, everything. I recieved an email back from MS that said...yes, it's fake.

I then proceeded to contact e-Bay and when I told them that the gu was selling fraudulent software and mentioned him canceling his email account, I was then told by an e-Bay CS rep..."no, we canceled his account, he did not." I inquired as to why. His response "He had too many complaints of fraudulent software." WHAT? TOO FRIGGIN MANY?? HOW MANY IS TOO MANY? OMG...I'm livid at this point. I called Paypal and informed them about all of this and they told me to file a complaint. This was the 15th of May. So I filed.

The seller responded and told me to send the software back. So Paypal said send it back. Really? I just told you that this guy is selling fraudulent software and you want me to send it back so that he can screw someone else? Did I hear you correctly? Yep, to get my money back, I had to send it back. So I did. Spent $13.00 to ship this back to China (where it wasn't supposed to be from) Priority International. And I waited...

Paypal canceled the claim because the item wasn't received. So I appealed. They canceled again because the package couldnt be tracked. I didn't know Priority International couldn't be tracked until now. So I called and they told me to fax all of my info to them. So I faxed 20 pages of PROOF that the software was FAKE along with my shipping receipt. They canceled the claim again. Okay, so now I am pissed. So I called yesterday and was told that they really don't care if it was fake or not, the seller has to receive the package back to refund my money. E-bay also informed me that there was nothing they could (would) do.

So, in short...both e-Bay and Paypal don't care what someone is selling as long as they get their fees. They have no morals and no ethics, and I was told yesterday that it doesn't even matter how long you have been a good customer, they just can't refund money out of the sellers account even if they know that this seller is commiting FRAUD!

I am now looking for another avenue of e-Bay payment because I cannot do business with people that support these kinds of sellers.

Just beware of buying from e-Bay and do NOT use Paypal unless you can afford to lose your money.

This will be all over the internet before I am completely satisfied.

Ripping consumers off
PayPal took money from my checking acct as an ACH when I added a credit to my profile to be used. Beware PayPal's system "reverts back to an ACH when you update your payment profile". This is according to Kim who I spoke with directly today about the matter. PayPal will not do anything about this. If they are taking money via ACH and you or I as concumers did not intend or authorize this then they are ripping consumers off!!!

Scam
I ordered 2 pairs of UGG shoes from nike-trade.com for 198.00 and payed via Paypal. The website says they are based in California, but the items shipped from China. When the UGGs arrived they were very very fake. I have other real UGGs and it is very easy to see that the ones from nike-trade.com are fake. I called Paypal and issued a complaint. They responded saying that they only help if the seller does not send you something. It does not matter if they sent you a fake, or even if it was something completly different such as a brick when you order a diamond. That is wrong Paypal! I will never use paypal again. They made money from me being victomized. I have forward my complaints to the FBI and any other agencies I could find. Beware of nike-trade.com. They used the email [email protected]. But I am sure they are using other websites and email addresses for the same scam.

Incompetence on a new level!!!
Some months ago, I purchased goods to the value of $360 from a seller on eBay. Of 3 items purchased, only 2 were received and these two weren't what I purchased. So, seeing as I am protected by Paypal (as stated on most eBay auctions), I iniated a dispute. Paypal verdict was that I had to return the goods to the seller and that they would then refund me. They firstly sent me the sellers return address in Chinese and gave me 10 days to return the goods. Within this 10 day window, I emailed them no less than 3 times to request the return address in English. No reply and they then just closed the case. I finally phoned them and they then did a turn about, reopened the case and sent me the address in English. However, the "translated" address appeared incomplete. I again emailed them, raising concern over the address. All I got was an automated reply to state that I was to return the goods within 10 days. So that is EXACTLY what I did. Now, almost 3 months later, I still don't have my refund!

internet fraud
I used Paypal service to order a month's subscription to a service costing USD 299.95. There was a problem processing and order, so I pressed pay few times, but payement was not made...when I contacted them they informed me their site was down for a while and advised me to try again later...I used Paypal again a couple of days later, and this time the payement was processed...I thought that was it, until I got my credit card statement and realized my card was maxed out by repeated charges of USD 299.95. When I contacted my bank, they informed me they are still having repeated attempts by Paypal to take out more payements of the same amount...

I contacted Paypal services and they informed me to file a complaint through their computerized complaint center. Later they informed me they will not be refunding any of the money they have taken and I would have to take them to international court if I want to have it back...I have since had to pay a couple of thousand pounds they have billed to my credit card and cancel the card so they would not take out any more money...

Is there anything else that could be done, as the international court would obviously be a way to expensive and time consuming option to warrant the refund of my money...

Freezing Funds Unlawfully
I've had a paypal account for over 3 years and use their website payment pro service for processing credit cards for my customers. Yesterday I get an email from PAYPAL stating that a customer filed a chargeback (for items that were already shipped to her). I sent paypal all the info they need to prove that customer did in fact order the merchandise and it was shipped to her. (Sent copies of sale, invoice, ship tracking numbers etc). I am told now it can take 75 to 90 days to clear up, while they froze 276.00 of my money. Meanwhile, I emailed the customer asking why she filed a chargeback, and she replied immediately and SAID SHE DID NOT FILE A CHARGEBACK AND DID RECEIVE HER ITEMS. She was in shock and so was I. When you call paypal, all you get is nonsense stating that you have to wait 75 to 90 days (FOR THEIR MISTAKE TO GET CLEARED UP).
I plan to go to the Better Business Bureau. Paypal throws at you..."well you accepted the terms of agreement stating that they can freeze funds for whatever reason." I said...I never agreed to Paypal steeling my money and filing fraudulent chargebacks just in order to freeze my account! Something has to be done with this company!

No payments
I was forced to open a PayPal account in order to receive funds for items I had sold on Amazon.com. While payments of the buyers have been deposited to my PayPal account, PayPal will not disburse these funds either by check or deposit to my bank. Repeated attempts to reach them is only met with non-reply e-mails and tons of computer prompts. They will not get away with this as I intend to file civil litigation in Justice court against them!

Terrible company
I sold a car seat through e-bay. Buyer selected 2-9 business days, standard shipping. Terms of sale were 'no returns'. The buyer filed a complaint with paypal approximately 5 days later that item had not arrived. I contacted paypal to assure them that item had been sent and would arrive within time frame paid for. I was told not to worry because no action would be taken until 30 days had past and the item had not arrived. The car seat arrived within the correct time frame.

30 days later I get an email from papal saying that a reversal had already been issued because the item never arrived. They NEVER contacted me beforehand to warn me of the payment reversal or to find out if the item had arrived. I contacted paypal immediately to tell them that the item had arrived. This fact was easily confirmed as the shipping information was all filed through THEIR website.

To make a very long saga, short, Paypal sent me an e-mail saying that the payment reversal was a mistake and that the issue was resolved in my favor. When I asked them how I could get my money back, they told me that I would have to go the buyer to get it. This buyer never responded to my e-mails in the first place when I contacted her about the payment reversal. She continued to ignore my messages until I threatened to go to law enforcement.

At that point she claimed that paypal never issued her a refund. They deny this but continue to tell me that this is my problem and I have to recover the funds myself. The final offer I have from the seller is to return the car seat. I have yet to see it. In addition to which it had de-valued since then - (it was an 08 sold in 08 now the 09 is on the market). She also never offered to return the cost of shipping, so I am left out of pocket after the whole saga, whichever way it ends.

Anytime I contact paypal, they send the same message - the issue was resolved in my favor, go get the money from the seller. I feel that ultimately, they took the money (from my paypal account so I can't go to the bank or credit card to file a dispute) - it is their responsibility to return it, how and if they recover funds from the buyer should be their problem.
