Goods such as high alloys, Inconel, Incoloy, Hastelloy, Monel etc are not allowed to be shipped unless export certificates are obtained from the ministery, in the last 18 months many shipments have been made without these documents, on of their trading partners in crime is Pangeea Procurement who has made some "deals with our management".
