Poor and condemnable performance and attitude of PTCL
I had applied (online) for PTCL connection in July 2009 which has proved to be a blunder from me. After having no response for 2-3 months, I enquired about the status of my application. In reply, I was told that due to technical problems, land line connection could not be provided. PTCL, instead, offered me Vfone connection (probably in October 2009) which I declined.
Later, all of a sudden, PTCL started sending me monthly bills (since Nov 2009).
On receipt of 1st bill, complaint was immediately lodged on 080080800, 1236 and 1218. On receipt of 2nd bill, complaint was again registered on all numbers given on the bill and available on PTCL website. I also tried to contact the Divisional Engineer, Sr. Operation Engineer and RGM but all in vain.
On receipt of 3rd bill, the complaint process was repeated and it was also lodged with PTA.
Subsequently, after a week, a call was received from PTCL, assuring me that billing would be stopped immediately.
However, the next month bill (4th) was again received. The complaint was again registered. But, as per matter of routine, the 5th monthly bill was also received (without any connection). This time the bill was received with a threatening letter/ notice; this was absolutely a criminal and strongly condemnable act.
In reply, I again emailed to PTCL & PTA condemning the irresponsible attitude and poor management of PTCL. I made it clear that I reserve all the rights to defend myself by all means. I also made it clear that in case of any mishap, the PTCL management would be fully responsible.
Soon, thereafter, Mr. Khalil Ahmed Dharpali (Business Manager Ops KIA Division STR-II Karachi), first contacted me over my cell number and then visited my residence (on 17th April 2010) and assured me that all extra charges would be waived off and connection would be given immediately. On this commitment I allowed for connection, which was another blunder by me.
The line was soon installed but without any service/ calling facility.
I again started complaining. Mr. Khalil Ahmed Dharpali then advised me to pay the bill first to have calling facility.
Anyhow, the bill was paid. Meanwhile, the next monthly bill was received which was also paid
But unfortunately the telephone service was gain disrupted/ discontinued after few days which is still unavailable on my number.
I have made complaints to all relevant authorities by all means but till today no response has been received from anyone.
I am suffering from such poor, regrettable and condemnable behavior of PTCL since November 2009, but none of the PTCL officials has paid any attention or tried to resolve the issue.
PTA has also proved to be totally helpless in this regard as it has totally failed to resolve the issue or take any action against PTCL for embarrassing me since last 9 months.
In response to my complaint dated 14th June, PTA had advised PTCL not to levy any bill in the absence of provision of services to the complainant, but PTCL is continuing sending me bills without restoration of service which is clear violation of PTA instructions.
After having suffered for last 9 months and in view of the regrettable attitude of PTCL, I have conveyed my decision to PTA and PTCL that no more bills will be paid (as I have already paid far more than the use of service which remained available for only 20 days during the last 8 and half months of embarrassment and humiliation) and in case of any mishap (as PTCL had previously threatened me) all responsibility will be on PTCL.

Line Disconnected
I am a resident of Saima Pride, Block 10/A Gulshan-e-Iqbal, Karachi, Pakistan. My Landline is disconnected from the service provider "PTCL" since december 2009. I found my phone not working just before one day i was leaving Pakistan for a few days. I complained on their service number in January's first week as soon as I came back. Several times, I contacted the linemen directly and asked them regarding the progress but according to them they were not even aware of the complaint registered. I then wrote an application and submitted it to the complaint server. Lineman told me that my line has broken and it will have to be replaced, he informed that "PTCL is not running out of those cables". I then several times visited PTCL complaint office and met with the responsible people and reminded them about the complaint registered. Each time they promised for a quick action. Then I met D.O and told him, he promised as well. Then I talked to G.M, he promised as well. The lineman then suggested me to use the concealed wiring of the apartments i am living in so that they can drop the wire to my apartment's concealed. I hired "Intercom services" pesrson in my apartments last week, and he charged me good for cable extension from concealed box to my apartment. Now I am waiting for lineman to extend the cable to that box just so that connection could be established to the service provider "PTCL". Probably, it will resolve in this or next week after 5 months' frustrating experience but i just want to know the obstacles that were in the way of "PTCL" in reestablishing this connection? Lack of Resources? Laziness of workers? Bad Infrastructure? What?
