I have applied for renewal of passport on 09-10-2009, I haven't received passport till now

From the Enquiry window personally I got the information that my passport has been issued and booklet no. also given to me, and said it will dispatch is a week's time, but it has past one month and I did not receive my passport and online enquiry Status is showing as It is to regret that due to unavoidable circumstances the dispatch of Passport has been delayed and will now be dispatched in a week's time

This information is being shown from past 1 month

So, I request to the authority to dispatch my passport as I required to travel abroad shortly. I would be greatly obliged if you could dispatch passport as soon as possible.
