I have a Reliance Net Connect+ broadband plan with maximum speed 3.1 Mbps.The plan allows me to use 1 GB in day and 10GB in night. The details of the data card are

I have two issues with the service.
Issue 1:
Right from start of service, till today I have not received a single bill. I called the agent Mr. Gupta from whom I purchased the card and his supervisor more then 3 times and reported them the issue. I requested Reliance people to send me bill at least on my mail id for which I communicated my mail id via SMS to these persons 2 times. But they did not updated the records. I communicated same thing to customer care 3 times and billing desk 2 times. But neither my information was updated nor I got any correspondence on my mail id or postal address.
Moreover, in my bills there are late payment charges added, despite the fact that I did not received any bills or notifications for bill till today.
Resolution requested for Issue 1:
All late payment charges imposed since start of service must be reverted.
The information about my address and email id should be updated in records on an priority basis. Bill should reach me at least on mail.
Issue 2:
For the billing period 13 Dec 2010 to 14 Jan 2011, my data card usage recorded are .070 GB in day and 14.8855 GB in night. While in last six months, from the time I purchased service, I have used only less then a GB including day and Night. Only Nov and Dec bills show high usages, which were actually less then allowed limits. Since as per Reliance, usage in night time exceed the limit of 10GB, amount of Rs 2501/- is added in my bill. And from 2, Jan’11 service was stopped from Reliance despite the fact that billing was not done and due date was 1 Feb.11. I did complaint in reliance customer care 2 times for this issue and both the time my request was forwarded to billing department.

The billing department person told me, the billing is right and I can check my usage in myservices portal. He closed the service request. He claimed that there is no chance of any type of mistake.
Complaint 2 (Service Request No. 146397805) dated 04/02/2011
When I visited data usage section on the site, I found the details (attached in this mail). Please note that the data usage recoded are not possible. For example on 24/12/2010, as per the records, I used 2.76 GB in 8 seconds start time being marked at 22:43:08, which is impossible even with full speed. When I reported the same thing to billing department in another complaint they responded there is a mistake in the time but usage are correct and also promised me to send the details on my email address. But I have not yet received any email till now. I am sure my usages has not crossed the limit and there is some technical issue in billing.
Resolution requested for Issue 2:
The charges for mistakenly recorded data transfer should be reverted.
The rental charges for time period in which Reliance kept service halted, should be reverted.
Correct statistics (data and timing of data transfer etc.) should be displayed on my service portal and mailed to me as well.
Broadband service should be started immediately and next billing should start from the date services are restored.
