Update: Just spoke to Harold from the PUC: This may interest you...Per Harold:
CPUC is NOT an advocate for the public (per Harold, that's a common misconception)
They are simply a mediator
"In the middle between the public and PGE"
They actually represent both!
Policy is on calls:
If dispute, even if don't want to talk to PGE, they transfer you to PGE...with no follow up
If you didn't get the response you wanted, it's up to you to file a complaint
Unless they broke a specific rule (IE prove the smart reader is wrong) nothing is done
Bottom line: Document all before calling PGE, because if they say "all is fine" you won't have a leg to stand on!
Oh...and they really were not that concerned that "Ariela" was posing as a CPUC employee, said I should call PGE about it, or file a complaint. Oh, by the way, shes not even a supervisor!
FYI: Last PUC complaint I made, they just referred it to ATT anyway...
