In SEPTEMBER 2008 we were convinced by Bernie Klinger that he and Chester Birchwood would install a solar thermal heating system which would help save on our heating bills. They wrote up a contract and stated on it that they would be done in 30 days.

They took over $24000 in payments, $6000 which was specifically for tanks and it is a year later and we still don't have a system that saves us any money.

In october, we were told that the tank would be delayed a few weeks because the manufacturer is backed up but we would have it before November 15. Which was already a violation of the 3 week verbal promise made by Bernie Klinger and the 30 days limit on the executed contract. We were reasonable about the delay and expected you to keep your word.

After failing to deliver by November 15, 2008, we were told again that the manufacturer was delayed in delivering the tank but we would have it after Thanksgiving. Thanksgiving came and went and we did not receive the tank.

In January, we were assured that we would be getting the tank and we asked for proof that the tank had been ordered by providing an invoice. They could not produce the invoice.

In Febuary Chester told us that they never ordered the second large tank, basically they had been lying all along. Bernie sent a letter stating that he thought they had done enough and he was keeping $21000.

In April, Chester said he wanted to complete the job but we would have to put up money to purchase a new tank. We ordered a new tank for $3500 from solarpanelsplus.com (the supplier who was one of the references for Bernie Klinger) and the tank arrived in June. Chester assurred us that he would be there in the first week of June and finish the whole installation.

It is now September 2009, 1 year from when this nightmare was started. In August Chester came by to look at the tanks but said that Bernie Klinger convinced him that he did not have to do anything. Jeff Kirschbaum of solarpanelsplus.com tells me that he is not responsible for his dealers.

I basically have gotten royally f*** because of Bernie Klinger and Chester Birchwood.

When they contracted with us they were known as "All Plumbing and Heating", they are now going around as New York Solar Thermal.
