Robert Kahn, owner of South Florida Web Force, agreed to design an e-commerce website for me based on my requirements.

E-mail went back and forth until I was satisfied, based on his responses, there was a clear understanding of my requirements; and that we had an agreement. Soon after I sent payment it became clear he had no intention of meeting those promises and tried to shift the blame saying I wasn't clear. I told him since he could not deliver what he promised, I want my money refunded. He said he would not return the money because he spent too much time setting working on it. I told him because he can’t deliver what was promised, and because his incompetence caused him time setting up something I don’t want, and can’t use, does not entitle him to get paid. I had sent him $805. He said he will only return $300.and will do so at $75. a month for 4 months. To avoid further time lost I agreed. He sent 1 payment 11/12/08 of $75.; a second 12/16/08; then said he has other bills to pay and will pay me when he gets around to it. I told him I have been more than patient and believe he is a fraud. I told him if he doesn’t pay the bal. of $150. by March, 09, I will go to the authorities and ask to get the total amount of $805. He has not made any further attempt to pay.
