We have saved up money to obtain a family minivan for our growing family and since my car was falling apart after having for 12 years, we decided to make a sacrifice and get a gently used minivan. Of course the task was harder because I have been looking for an affordable but reliable car for my family. We settled on a Nissan Quest 2004 from a dealership that advertised that the minivan had new tires, and great features with pictures to match. After exchanging emails with the manager, Mr. Williams and several phone call later, my family decided to drive down to Stafford from Maryland with my 1994 Acura Intergra that I had in as a trade in(about an hour drive) and we were impressed with the minvan. We did take a notice that the car's remotes were slower that usual but made to fuss because we were just ecstatic to purchase a bigger car.

After paying for the car in cash and getting a 30 day tag from the dealership we were informed that the title would be in the mail. We later found out that we were not charged any taxes on the car and the fees for the tags we would have to pay. After 30 days passed on no word from the dealership, I decided to contact them. Mr. Williams informed me that he would not mail any title unless I can verify that the trade in was paid off because according to him, the car still had a lien. I had promised on the condition, he submit another 30 day tags. he obliged and overnight the tags the next day.

After making several phone calls to my old bank and realizing the original bank was went under, they indicated they would send me a letter via postal mail which I received a week later. In the meantime, the battery in the minivan was gone and we needed to get the car the annual check up and that cost us an additional $500. At this point I still did not receive any title so I contacted the Consumer and Regulatory Affairs in Virginia. I spoke with a Mr. Gregory Reynolds but even he attempts failed and Mr. Williams refuse to cooperate. At this point my tags were going to expire with 10 days.

I decided to contact the Stafford Virginia department because we were going to go down to the dealership and wanted them present. I indicated that the police do not get involved in dispute and that I should contact special agent "Mike" at the Virginia DMV. I did so on December 3, 2007 and was immediately told that he would contact Mr. Williams directly to resolve this dispute. After waiting about 20 minutes, I was informed to contact Mr. Williams directly. When I called he began to get loud and accuse my of reporting him and was very unprofessional. He did agree that if I overnighted the letter that he would also overnight the title. It has been over a week and still no title. We are very frustrated because the tags have run out again!

Mr. Wiliams refuse to cooperate and give us the title of the minivan even after he agreed on the phone to do so. We would like some serious intervention because we can't afford an attorney because all our money went into purchasing our family dream minivan! Please help!
