Stating I have won lottery prize

States I have won £25, 000 and asks for personal details inc address and phone number.
Checking website this 'company' is known as a scam. Why has no action been taken to A) Prosecute them for attempted fraud B) Why are they not blocked from sending e-mails?
Can I take legal action against the Fraud Office for not doing their duty?

I received this e-mail notification about winning £1, 000, 000.00GBP. I guess it is fraud! Please, advise me what to do!
