I keep a zero balance on my card. I noticed that Capitol One has been placing a finance charge on my statement. I have been making the mistake in overlooking the entire bill. After I called Capitol One to inquire about this charge, I was told the account must be zero balanced for two months or a finance charge will be placed on the bill no matter what balance is on and no matter when the balance is due.

I was hot after this bogus response. I could not find verifiication of this information anywhere on my statements. I recommend anyone using Capitol One to get rid of it as soon as possible. I will be contacting the States Attorney General as well as the B.B.B. for a thorough investigation.
