This is the letter I sent out to the hospital and other state officials.explaining the wrongful dead of a lonely 72 yrd old woman living on ss..my statue of limtiations is jan 09. "DONT LET THIS HAPPEN TO YOU" !!!
I'M SENDING THIS LETTER TO GET THE WORD OUT OF A
PROBLEM IN A SYSTEM.I'M HOPING THIS STORY WILL MAKE
SOMEONE LOOK AT THIS STATE HOSPITAL SYSTEM IN
WYOMING.I HAVE GONE TO ATTORNEY'S, THE ATTORNEY
GENERAL, AND OTHER STATE OFFICIALS EVEN SENATOR ENZI.NO
ONE SEEMS TO CARE.I HAVE AN APOLOGY LETTER ADMITTING
THE ERROR AT WYOMING MEDICAL CTR, BUT THAT'S NOT TAKING
CARE OF THE PROBLEM.PLEASE READ THE LETTER FOR
YOURSELF.YOU'LL SEE THE FLAWS, THE HURT AND PAIN THE
SYSTEM INFLICTED ON A LONELY 72YR OLD WOMAN AND HER
SON. THIS IS THE COMPLAINT LETTER I SENT TO WMC.

PLEASE READ THIS COMPLAINT AND HAVE THE APPROPRIATE
HOSPITAL BOARD REVIEW IT! THIS IS OF MY UTMOST
CONCERN. MARTIN TRESS/REGARDING MY MOTHER AND PATIENT:
LOIS TRESS FALCO.

TO WHOM IT MAY CONCERN:

MY NAME IS MARTIN TRESS, (LOIS'S SON)
I reside in GREENSBORO, NC. My mother LOIS MARTIN
TRESS FALCO came to this country back in 1952 from
Manchester, England. She settled in Casper, back in
the mid to late 80's, with my Step Father Gene Falco.
Enough of that: Here’s why I’m sending this email.

On 1-12-07 my Mother died at Wyoming Medical Center.
Let me start from the beginning. Back in May 06 I
found out my mom was put into the hospital at Wyoming
Medical Center for a stroke and had to sign an Advance
Directive per hospital policy and Wyoming law, which
was witnessed by a hospital staff member, also there
were two people named on her Advance Directive(Jeanie
& Cory Kebler)they were both friends of my Mother for
over 20yrs. Later she was released to go home to her
apartment.
I took a trip to Casper, Wy., to visit her and check
on
her condition in June 06. I spent a week with her. Mom
and I looked through some old papers, talked, Mom had
even shown me a set of rings that my Step Father(Gene)
had given her, and jewelry boxes full of jewelry and
trinkets that had some value in one way or another.
She showed me some hiding places were she hid money.
I also went through some of my old collectibles.
Anyway, I left to go home to NC knowing she was
alright and safe. Jeanie and Cory had promised to keep
Brenda(My fiance)and I informed of Mom's condition and
if there was any need for me to return to Casper
sooner than planned.

On Thurs.(Jan.11-07), I was called about 7pm
EST by (my Mom’s so called friend)named Dottie,
that my 72yr old mom was put in the hospital in ICU.
I was totally floored and very concerned for her
fragile life. She was put on life support, (her
advance directive said she wanted to be kept on the
ventilator). Later I was called an told she was
stabilized. I felt a great sense of relief, but knew
I needed to get out there ASAP. I told Dottie on
Thursday night(1-11-07), that I was working on getting
the tickets, and I was coming out there. I called my
sister Joyce in NJ to advise her of Mom's condition
and to let her know I was going out to Wy.

Friday morning(1-12-07), I reserved 2 tickets to leave
on Saturday morning for Brenda(MY FIANCE)and I. We
would get to Casper by 3-4p MST. I called Dottie to
let her know of our flight arrangements and that we
needed a ride to mom’s apartment. Dottie said ok. I
hadn't heard from anyone Friday morning(1-12-07) so I
called to check on Mom at WMC and a nurse on duty told
me my Mom was dead as of approx. 8:30a MST.

We arrived in Casper, Saturday afternoon(1-13-07) and
no one was there to pick us up. I called Dottie to see
what was wrong. Dottie said Carla will be there soon.
We were wondering: Why is this other woman was picking
us up instead of Dottie. After a long wait at the
airport Carla finally showed up with her husband
(Carla introduced herself as mom's advocate). My
fiance asked Carla was Dottie an older lady or just
afraid to drive in the snow. It was 24 below and snow
blowing everywhere. She just blew it off and said no.
Carla quickly responded that she just found out about
an hour ago that I wouldn't be able to go into my
Mom's apartment and on Monday I needed to go and file
as executor of my mom’s Estate. I told her we had
planned on staying at Mom's apartment and that I had
no money. My fiance(Brenda) told me not to worry she
had her credit card with her and that we would find a
place to stay. We mentioned about getting in touch
with my Mom's friends Jeanie and Sonia. We were also
told by Carla that we probably shouldn’t talk to
Jeanie & Cory, or my Mom’s friend Sonia. Brenda & I
were starting to wonder what was going on. Alot of
???? ran through our minds. We got dropped off at the
hotel and were temporarily stranded.

Sunday morning(1-14-07) we got a cab from the hotel
to the airport to rent a car. We took a ride over to
the apartment complex where mom lived to see her
friend Sonia on the same floor, just at the other end
of the hall. Sonia and I heard my Mom’s dog(Susie)
barking in the apartment(we had been told the dog
wasn’t there). Dottie was supposed to have her (Susie)
at her house. After a while the dog stopped barking. I
looked down the hall, and there was a person going
into my Mom’s apartment. Carla had already told me I
wasn't suppose to be there...Why anyone else? ...I'm
her son. We all (Brenda, Sonia, & Myself) went down
the hall to the apartment and knocked on the door. It
was Dottie. I went into the apartment and told her she
had to leave I was taking over to cleanup Mom's
apartment and I needed the keys. I told Dottie I
wasn’t leaving without some kind of legal
papers, telling me I couldn’t be there;when she was
there. When Dottie left, I helped her carry out a
sewing machine she wanted (that belonged to my Mom)
and put it in her vehicle. I told her to call Carla,
the Police, or whoever to let them know I was in the
apartment to take care of my Mom’s things. After
inspection of her apartment: All her valuable
possessions and mine mentioned above were gone,
EVERYTHING!

FROM JUNE 06(MY TRIP TO CASPER TO VISIT MY MOM) TILL
JAN. 07-WHAT ALL DID THEY DO TO MY MOM!!!


From the time we arrived in Casper we heard rumors
claiming that, some of the aids from the health
department OF NATRONA COUNTY were selling Mom’s things
per her request on E-bay. Why???? The NATRONA HEALTH
DEPT did an investigation on it, but Mr. Harrington
said they weren't allowed to tell me the outcome. Kate
(Mom's) Nurse turned in a jewelery box to MR.
HARRINGTON at the NATRONA HEALTH DEPT while we were
there investigating the rumors we had heard. The
rumors turn out to be true. They inventoried the
contents of the jewelery box and returned it to me.
CARLA SAYLOR WAS EVEN AT THE HEALTH DEPT. The Coroner
was also there at the meeting with Mr. Harrington and
he went with us to Mom's apartment looking for some
missing medicine. He said that I could get any picture
albums(only picture albums) that I could find but I
couldn't get any pictures off the wall. My Mom's and
Step Father's picture was up there, but he couldn't
let me get it.

It's still Sunday and we’re still in Mom's apartment,
and I start to call the people on my Mom’s caller ID
when one ended up being Dottie. She asked, if she could
have Mom’s live flowers, and I said sure. Come and get
them, that I couldn’t take them back with me. She
didn’t come at that time. Within the hour of Dottie
leaving, the police arrive at the apartment. They
asked for our IDs. Brenda (my fiance)and I showed them
our ids. I explained my story to the two officers and
showed them my birth certificate and my Mom’s. One
officer went down to his vehicle and returned. We were
told we had to leave or face FELONY breaking and
entering charges. It was new to him (the officer) and
he said it was the first he had ever heard of such a
thing. He said we needed to get an attorney but
wouldn’t tell us why. So we left extremely PISS’D and
frustrated. That night we planned to go to the
hospital to get Mom’s medical records on my sister’s
advise.

Monday, {It was a Holiday 1-15-07 (MLK)}, We knew the
court was closed. We went to WYOMING MEDICAL CENTER
and got Jan.07 records & on Wed we got May
06 records, and the rest of Mom's records. May 06
records were gotten after talking to Jeanie Kebler. We
also went to her primary doctor, DR Mohr at the local
clinic(CHCCW). That’s where we got the copy of the
Advance Directive. Mom had a POA on her hospital file
dated 9-26-6. I was never aware of a POA neither was
my sister. We didn’t even know of the ADVANCE
DIRECTIVE until our investigation.

FINDINGS: THE POWER ATTORNEY WAS NOT VALID, BASED ON
THE JAN 8TH NOTES ON THE TIME LINE IN HER FILE STATE
MOM WAS CLASSIFIED WITH DEMENTIA AND DEPRESSION EVEN
FURTHER BACK THAN THAT. ALSO, THE TIME LINE FROM
1-12-7 CLEARLY STATES THE DR & NURSE ON DUTY AT THE
HOSPITAL AND DR.LI ASKED THE POA (CARLA SAYLOR A
CURRENT MEMBER OF YOUR STAFF)IF SHE WANTED TO REMOVE
MY MOM “LOIS TRESS FALCO” FROM THE RESPIRATOR. BOTH
TIMES THEY ASKED; SHE STATED“YES”; AND PRIOR TO
THAT, THE POA STATED SHE CALLED TO NOTIFY THE NEXT OF
KIN AND THAT THEY WANTED NO FURTHER TREATMENT JUST
COMFORT CARE (THAT'S A PURE LIE). BOTH CARLA
SAYLOR(POA) AND DOTTIE(MOM'S SO CALLED FRIEND) WERE
PRESENT IN ICU AT MOM'S DEATH AND KNEW THAT I WAS
COMING OUT ON THE FIRST FLIGHT I COULD GET. MOM WANTED
TO BE KEPT ON THE VENTILATOR ACCORDING TO THE ADVANCE
DIRECTIVE REQUEST. WE WERE NEVER CALLED. MY SISTER
JOYCE NOR MYSELF MARTIN WOULD HAVE GIVEN THE OKAY FOR
A TOTAL STRANGER TO REMOVE MOM FROM LIFE SUPPORT. THE
POA OVERSTEPPED HER AUTHORITY THAT SHE NEVER LEGALLY
HAD.

THE HOSPITAL KNEW MOM HAD TWO CHILDREN AND COULD HAVE
FOUND THEM THROUGH THE ADVANCE DIRECTIVE OR JEANIE
KEBLER WHO WAS FREQUENTLY WITH MY MOM AT HOSPITAL
VISITS, DOCTOR'S VISITS(MOST ALL MOM'S DOCTOR'S KNEW
JEANIE, AND JEANIE WAS ONE OF MY MOM'S CLOSEST FRIENDS
AND OFTEN INTRODUCED AS HER DAUGHTER. INSTEAD OF
LOOKING FOR US, THE HOSPITAL HIRED AN ATTORNEY (MIKE
BURKE) TO APPOINT A POA(CARLA SAYLOR). SHE BECAME THE
DUAL POA. SHE(CARLA)WAS AN EMPLOYEE OF WMC AT THE TIME
SHE WAS APPOINTED, CARLA WAS AN EMPLOYEE WHEN SHE GAVE
THE OK TO LET MY MOM DIE, AND CARLA STILL IS AN
EMPLOYEE AT WMC. CAN YOU IMAGINE: HOW THE
HOSPITAL(WMC) COULD HIRE SOMEONE WHO WORKED FOR THEM
TO TAKE TOTAL POSSESSION OF A PATIENT'S LIFE(MY MOM):
HER HEALTH, FINANCES, AND EVEN HOW LONG SHE SHOULD BE
ABLE TO LIVE. OBVIOUSLY CARLA KNEW HOW TO FIND
ME(MARTIN TRESS) BECAUSE SHE HAD CLOSE CONTACT WITH
DOTTIE. CARLA SAYLOR KNEW I WAS ON MY WAY OUT TO
CASPER. WHY COULDN'T SHE HAVE LEFT THAT DECISION UP TO
ME? WHAT IF IT WERE YOUR MOM? HUMANITY WAS LOST AT THE
LEAST. NO ONE CAN SAY HOW LONG A PERSON CAN LIVE BUT
GOD HIMSELF. MOM DESERVED MUCH BETTER AND WASN'T GIVEN
THE CHANCE. ABSOLUTELY NO ONE SHOULD BE TREATED LIKE
THAT. MOM (LOIS FALCO) FILLED OUT THE ADVANCE
DIRECTIVE ON 5/8/06 AND ON 9/26/06 THE HOSPITAL HIRED
AN ATTORNEY (MIKE BURKE) TO APPOINT HER A DUAL
POA(CARLA SAYLOR). IN LESS THAN FOUR MONTHS MY MOM WAS
ALIENATED FROM HER FRIENDS WHO HELPED AND COMFORTED
HER BY THREATS OF ELDERLY ABUSE. MOM WENT FROM THE
HOSPITAL TO SHEPERDS OF THE VALLEY. WHILE IN SHEPERDS
OF THE VALLEY(WHILE CARLA SAYLOR WAS IN CONTROL-DUAL
POA) MY FIANCE AN I WERE TOLD NOT TO CALL MOM. THAT
THEY WOULD MOVE MY MOM TO ANOTHER PLACE WHERE WE WOULD
NOT BE ABLE TO FIND HER. WE FOUND OUT MY MOM WAS IN
SHEPERDS OF THE VALLEY BY HER FRIEND SONIA. SONIA WAS
ALSO THREATENED WITH BEING BROUGHT UP FOR ELDERLY
ABUSE. MY FIANCE TOLD MY MOM TO TRY AND GET BETTER AND
GO HOME BECAUSE THEY WOULDN'T LET HER CALL ANYMORE. A
NURSE AT SHEPERDS OF THE VALLEY PROMISED WE COULD CALL
THE DESK AND THAT THEY WOULD LET US KNOW HOW MY MOM
WAS DOING.

WE THANK GOD MOM DID MAKE IT OUT OF SHEPERDS OF THE
VALLEY AND RETURNED HOME BUT ONLY TO BE COMPLETELY
WIPED OUT OF THE POSSESSIONS THAT WERE OF ANY VALUE.
THE NURSE(KATE) HELPING MY MOM WAS SELLING HER THINGS
ON E-BAY. MOM WAS DIAGNOSED WITH DEMENTIA, AND
DEPRESSION AND ANXIETY YEARS BEFORE THAT. I'M NO
DOCTOR BUT IF YOU HAVE DEPRESSION AND ANXIETY YOU GO
THROUGH PERIODS OF THINKING NO ONE CARES OR YOU HAVE
NO ONE AND ALL KINDS OF MIXED UP FEELINGS AND THEN ADD
DEMENTIA TO IT-YOU NEED PEOPLE AROUND WHO CARE ABOUT
YOU. PLEASE NOT A STRANGER. ONE THING I KNOW IS THAT
SHE HAD PEOPLE WHO LOVED AND CARED FOR HER BEFORE THIS
DUAL POA(CARLA SAYLOR) CAME ALONG. JEANIE KEBLER HAD
KNOWN MY MOM SINCE SHE WAS 17 YEARS OLD AND IF SHE WAS
GOING TO HARM MY MOM IN ANY WAY SHE COULD HAVE DONE
THIS LONG BEFORE THIS POA(CARLA SAYLOR) CAME ALONG.
CARLA SAYLOR NEEDS TO ANSWER FOR WHY SHE ALLEINATED MY
MOM FROM JEANIE AND SONIA BARDGETT(ANOTHER ONE OF MY
MOM'S CLOSEST FRIENDS) AND KEPT ME AND MY FIANCE FROM
BEING ABLE TO CONVERSE WITH MY MY MOM AT SHEPERDS OF
THE VALLEY-ANOTHER THREAT TO ALLEINATE MY MOM EVEN
FROM FAMILY. WHY SHE ALLOWED MY MOM'S POSSESSIONS TO
DISAPPEAR AND TO BE SOLD ON E-BAY.

THE HOSPITAL IS AT FAULT AS WELL FOR NOT REVIEWING
HER FILE FOR KIDS, OR EVEN A WILL (ADVANCE DIRECTIVE).
WE TALKED WITH JEANIE 1-16-07 AND FOUND MOM'S ADVANCE
DIRECTIVE AT HER PRIMARY PHYSICIAN'S (CHCCW) DR.
MOHR'S. MOM'S RECORDS LIST JEANIE KEBLER AND JEANIE
KEPT MY FIANCE AND I INFORMED ABOUT MOM. IF ANYTHING
THE HOSPITAL SHOULD HAVE TRIED TO FIND HER CHILDREN,
SURELY THE ATTORNEY COULD HAVE BEEN ABLE TO FIND US.
CARLA SAYLOR WAS ABLE TO FIND DOTTIE WHO KNEW HOW TO
GET IN TOUGH WITH ME. WHY COULDN'T YOU HAVE DONE THAT?
HIRING A STRANGER (CARLA SAYLOR) WHO CLEARLY USED VERY
BAD JUDGEMENT IN EVERYWAY IN TAKING CARE OF MY MOTHER.

IN JUST A FEW SHORT MONTHS SHE MANAGED TO ISOLATE HER
FROM HER CLOSEST FRIENDS WITH THREATS. SHE HAD
SOMEONE AT SHEPERDS OF THE VALLEY TO TELL ME AND MY
FIANCE NOT TO CALL BACK CHECKING ON MOM OR THEY WOULD
MOVE HER TO ANOTHER FACILITY AND WE WOULD NEVER KNOW
WHERE SHE WAS.
THE POA TOOK SOMETHING I CAN NEVER GET BACK. I HAD TO
SAY GOOD-BYE TO MY MOM IN THE FUNERAL HOME ON A COLD
SLAB. I KNOW MY MOM WAS SCARED AND ALONE. NO ONE
SHOULD EVER GO THROUGH WHAT SHE WENT THROUGH, NO ONE.
THIS TYPE OF ELDERLY ABUSE NEEDS TO BE STOPPED AND
SOME KIND OF SCREENING NEEDS TO PUT INTO EFFECT TO
CHECK AIDS AND OTHERS BEING SELECTED TO CARE FOR
ANYONE REGARDLESS OF THEIR AGE FOR THEIR CREDIBILITY
AND BACK GROUND.

I ALSO FEEL THAT WMC IS IN ETHICS VIOLATION FROM THE
STAND POINT OF THERE BOASTING OF FAMILY 1ST. THIS IS
FACETIOUS. I SEE THE WHOLE THING AS ADMINISTRATIVE
MURDER ON PAPER.

MY MOM HAD AN ADVANCE DIRECTIVE AND THE HOSPITAL
HIRED AN ATTORNEY TO APPOINT A DUAL POA, INSTEAD OF
HIRING HIM TO LOOK FOR HER CHILDREN. THIS POA(CARLA
SAYLOR) TOOK IT ON HERSELF TO ACT LIKE GOD, AND CALL
OFF ALL MEDICAL TREATMENT ON MY MOM AND LET HER DIE
BEFORE I COULD GET OUT TO CASPER, WY. SHE KNEW I WAS
COMING OUT THERE THE EARLIEST I COULD GET THE TICKETS
AND THAT WOULD BE SATURDAY 1/13/07 (ONE MORE
DAY)WHY????? NOT ONLY DID SHE DEPRIVE ME OF
COMFORTING MY MOM IN THE END BUT SHE EVEN TRIED TO
KEEP ME FROM GETTING INTO MY MOM'S APARTMENT. SHE
DIDN'T TELL ME SHE WAS THE ONE KEEPING ME OUT OF MY
MOM'S APARTMENT. WE WENT TO THE POLICE STATION TO
FIND OUT WHY WE WERE NOT ABLE TO GET INTO MY MOM'S
APARTMENT THREE TIMES. THEY TOLD US THAT WE WERE NOT
ALLOWED TO AND TO CHECK THE CLERKS OFFICES. WE DID
CHECK THREE CLERKS OFFICES AND THEY COULDN'T FIND ANY
REASON FOR ME NOT TO BE ABLE TO GO INTO MOM'S HOUSE.
THE THIRD TIME WE WENT TO THE POLICE STATION THE
OFFICER TOLD US WE WERE CHASING OUR TAILS AND THAT WE
NEEDED TO GET A JUDGE TO GET US INTO THE APARTMENT.
WE ASKED HIM WHO WAS KEEPING US OUT AND HE SAID THE
POA. MY FIANCE ASKED HIM WHO THE POA WAS AND HE SAID
CARLA SAYLOR. SHE TOLD HIM THAT CARLA WAS THE ONE WHO
PICKED US UP AT THE AIRPORT AND NEVER MENTIONED THAT
SHE WAS THE REASON I COULDN'T GET INTO MOM'S
APARTMENT. CARLA'S ROLE(POA) SHOULD HAVE ENDED AT
MOM'S DEATH, BUT SHE CONTINUED TRYING TO KEEP ME OUT
OF MOM'S APARTMENT AND BEING ABLE TO TAKE CARE OF MY
MOM'S AFFAIRS. WE HAD TO HIRE AN ATTORNEY ON
THURSDAY(1/18/07) TO TO GET INTO MY MOM'S APARTMENT,
AND WE ENDED UP GETTING IN TO CLEAN UP THE APARTMENT
LATE FRIDAY(1/19/07) AND WE HAD TO LEAVE ON THE PLANE
THE NEXT MORNING(1/20/07) TO COME BACK TO NORTH
CAROLINA. THIS WOMAN (CARLA SAYLOR)WHO WORKED AT WMC
AT THE TIME OF BEING APPOINTED DUAL POA, WHO WORKED AT
WMC WHILE BEING DUAL POA OF MY MOM, AND CONTINUES TO
WORK FOR WMC(CONFLICT OF INTEREST). SHE WAS THE
EMPLOYEE OF WMC AND HAD CONTROL OF MY MOM'S
HEALTH, FINANCES, AND HAD HER LIFE IN HER HANDS.

IF THERE IS ANY DOUBT ABOUT THE CLAIM, I HAVE ALL HER
MEDICAL RECORDS AND OTHER LEGAL DOCUMENTS TO BACK MY
CLAIMS INCLUDING MY BEING APPOINTED ADMINISTRATOR OF
MY MOM'S(LOIS TRESS FALCO) ESTATE.

I WAS IN CASPER, WY. FROM THE EVENING OF 1-13-07 TO
THE MORNING OF 1-20-07 AND WENT THROUGH HELL TRYING TO
GET MY MOM'S FUNERAL ARRANGEMENTS AND HER PERSONAL
AFFAIRS IN ORDER. THIS IS JUST A SHORT VERSION OF
WHAT ALL WE WENT THROUGH. THERE IS NO EXCUSE FOR MY
MOM BEING DONE THE WAY SHE WAS OR FOR ME TO HAVE GONE
THROUGH WHAT I DID. IT CAUSED GREAT STRESS ON ME AND
MY FIANCE.

I HOPE THIS MAKES MY FEELINGS CLEAR TO YOU AND ALL WHO
READ THIS COMPLAINT. I WANT TO THANK YOU FOR YOUR
TIME.
